The United Nations is not one single entity. There are many parts of the broad and complicated UN system that may deal with human rights.

Certain UN bodies, such as the Security Council or the Human Rights Council, are made up of states. State foreign policy accounts for action or inaction on human rights in these organs. On the other hand, the UN Secretary-General and the UN High Commissioner of Human Rights are independent civil servants who report to no government. These individuals manifest considerable independence in their diplomatic work.

Should members of UN agencies be instructed (by governments) or uninstructed (independent personalities)? Should they represent governments or represent independent expertise?
